Leaked U.S. cable lays out North American ‘integration’ strategy Jun 2, 2011 – 3:02 PM ET OTTAWA — The integration of North America’s economies would best be achieved through an “incremental” approach, according to a leaked U.S. diplomatic cable. The Grey MarketThe Drilling Royalty Credit program’s loophole was a government-sanctioned grey market – an unofficial, though legal, market - that allowed drilling companies to buy and sell unused royalty credits with minimal oversight. Under the program, drilling companies were given “drilling royalty credits” based on the amount of new oil and gas wells drilled, whether productive or not (so-called “dry holes” were eligible for credits). The program gave drillers a $200-per-meter-drilled royalty credit on a sliding scale based on firms’ production However, drilling companies received far more credits than they could use. That is, the amount of credits they received far exceeded the amount of royalties they owed. Unused drilling royalty credits were bought and sold on the grey market; other firms that owed royalties could buy unused royalty credits and apply them against royalties owed to the Alberta public without increasing exploration or drilling – i.e., no increase in jobs or future royalties. This was done with the explicit knowledge, consent and encouragement of the provincial government. Not exactly beyond oil... The federal government has committed $53 million, including $11.8 million in Alberta, to fund 17 clean technology projects. The money comes through Sustainable Development Technology Canada and was announced by Joe Oliver, minister of national resources. Calgary Centre MP Lee Richardson announced Alberta's portion Thursday, with the lion's share, $10 million, going toward Calgary firm N-Solv Corp. Should he be shuffled to another post? Should he be dropped from cabinet entirely? Or should he, as appears to be the case with Treasury Board President Tony Clement, be allowed to remain in his post, a post wherein he stands watch over the very type of transgressions of which he is accused... Then-auditor-general Sheila Fraser took major exception to what transpired, noting that, strangely enough, Mr. Clement left no paper trail. Normally federal bureaucrats administer grant programs to ensure fairness. Some bureaucrats, along with Mr. Clement, were apparently involved in running the operation, but for reasons unknown, this information was not shared with the auditor-general.
