Local campaigns were treated as “shell companies” to hide $1.2-million in illegal campaign spending that was used to buy TV ads and put the Conservatives over the top in close races elsewhere.
After the January 2006 election, Elections Canada officials noticed something strange about the receipts being submitted by various Conservative campaigns. (When you run a federal campaign, half of your eligible election expenses are reimbursed by the government).
Basically, campaigns and candidates were submitting invoices for TV ads that didn’t run in their riding...
