He said that the 15 by 20 foot plots would be surrounded by electric fences and under guard during the trial runs, and “should not pose a danger of cross-pollinating other natural cornfields”. However, according to an Amandala report, after government technical staff, including members of Belize’s Biosafety Council, strongly objected to the tests, Cabinet moved to stop propagation of GM seeds in Belize. Prime Minister Barrow then announced, on October 5, that all GM corn would be destroyed under government supervision. However, a Maya villager has since reported that a Mennonite farmer named “Henry” gave him 10 pounds of free corn that he claimed would increase crop yields. Henry instructed the Maya farmer to plant the corn, and said he’d be back to monitor the results. Amandala also reported that a Mennonite farmer with the first name of Henry was assisting the Ministry of Agriculture in the GM corn planting trials. Mennonites are a religious community similar to the Amish in the United States, and are some of Belize’s most productive and technologically advanced farmers. In April 2012 a Rio Grande Do Sul judge ruled that Monsanto's fees were illegal and noted that the Roundup Ready seed patent had already expired in the country. The company was not only ordered to stop collecting the royalty fees but to also return all such fees collected since 2004. Such collected royalties amount to $2 billion. Monsanto appealed the ruling but was dealt another blow on June 12 when the Brazil Supreme Court decided unanimously that whatever the Rio Grande Do Sul courts rule on this matter should apply to the whole of Brazil. President Franco has since used a tenuous agreement with the dominant Colorado party to pass legislation that stalled under Lugo. The Economist and Business Week ["Paraguayan President Federico Franco said Brazil and Argentina will have to accept less hydroelectric energy"] tout the ways in which the Franco administration is developing Paraguay. I argue that many of Franco’s moves look good at first glance but hide big long-term risks for both Paraguayans and multinational companies, particularly Rio Tinto (NYSE: RIO) and Monsanto (NYSE: MON).
