Canada's IMF executive director Canadian Public Administration Volume 53, Issue 2, pages 163–182, June 2010 Abstract: This article provides empirical evidence of the autonomy and agenda-setting capabilities of Canada's International Monetary Fund executive director in Washington, D.C., for further theoretical debate. Little is known about this position in the public service. This article seeks to assess the degree of autonomy of Canadian directors from Ottawa, the nature of the IMF's agenda items proposed by Canada's executive directors, and, most importantly, whether these agenda items originate from the Department of Finance and the Bank of Canada or from the directors' office in Washington directly. Responding to what Bank of Israel Governor Stanley Fischer called “impressive” volatility in foreign-exchange markets, a growing number of fast-growing emerging-market countries were seeking to control the rise of their currencies, flaming the mood for retaliatory measures in countries that continue to struggle with high unemployment, especially the United States. But ministers from the major economies were unable to come up with an agreement to calm currency markets. Chinese officials maintained their position that a quick appreciation of the yuan would lead to mass factory closings and social unrest; there was no indication that the Federal Reserve was moving away from its intention to provide further monetary stimulus, a prospect that is pushing down the dollar.
