The North West project will capture carbon, which can then be sold to oil companies who want to use it to increase oil production in old wells. Mr. MacGregor said that fact makes it a greener project that will have advantages in coming years, as society moves to put a price on carbon.

The North West Upgrading project would go one step further, directly producing diesel and naptha, which can be used to feed petrochemical plants.

The Heartland and the Double Bind
Much of the proposed new development in north-central Alberta—also known as the Heartland—is focused on upgraders, facilities that convert bitumen from the oil sands into synthetic crude oil. But will this Upgrader Alley become Cancer Alley?
“This is the future site of the Total upgrader,” says Anne Brown, pointing at a map on the table. “It would be right across the river from us.” We’re sitting on the porch of her white bungalow, in a subdivision near Fort Saskatchewan, Alberta. “If you turn at the corner here,” she says, her finger drawing a line on the map, “you’ll go by the Shell upgrader. We know of three men that were diagnosed with blood cancers within three miles of that facility.” She looks out over her freshly mown lawn, bordered by aspen trees rustling in a wind. “We don’t know if there’s a link between the cancers and industry,” she says, “but before building more upgraders, let’s find out what’s going on.”
Tall, with curly dark hair and a soft voice, Brown, a mother of three, is a member of Citizens for Responsible Development, a group of local residents concerned about the impacts of oil, gas, and petrochemical development in Alberta’s Industrial Heartland. Situated northeast of Edmonton, due south from the oil sands around Fort McMurray, the Heartland is Canada’s largest hydrocarbon processing region. It’s a vast area: 582 square kilometres sprawling over three counties, Fort Saskatchewan (pop. 18,653), and 49 square kilometres of Edmonton. More than 40 companies, including Dow Chemical, Agrium, and Shell Canada already have projects here. But air pollution rose to levels two and three on a scale of four at several monitoring sites, mostly between Fort McMurray and Fort McKay.

Armed Alberta sheriffs are guarding a public hearing into the proposed construction of a controversial bitumen upgrader near Fort Saskatchewan, Alta., CBC News has learned.
A coalition of environmentalists, farmers and residents packed the Lakeview Inn and Suites on Tuesday on the first day of the province's Energy Resources Conservation Board hearing into French oil firm Total S.A.'s plan to build an upgrader northeast of Edmonton.
"I mean, we're just moms, there's farmers, there's grandpas in there.… What are they concerned about?" said Anne Brown, a member of Citizens for Responsible Development, whose house is near the site of the proposed upgrader.
Wayne Groot, a potato farmer who lives about 10 kilometres from the proposed Total site, said having guards at the hearing is ridiculous.
"We're innocent people. We're not out to do any harm to anyone. We're just trying to do what we think is right for our society," Groot said.
Groot said Total is trying to put a positive spin on the project's environmental downside.
"They're very confident in their project. They're basically telling us to 'don't worry, be happy' and I think our experts are going to poke all kinds of holes in their arguments," Groot said.

“We committed $2 billion as part of a carbon dioxide reduction strategy so if this could contribute to that, that was important.”
Morton said he objected in vain to the new deal, but it was championed by then premier Ed Stelmach and Doug Horner, who represented the riding where the refinery, now called the Sturgeon Refinery, is being built...
Edmonton-Highlands-Norwood NDP candidate Brian Mason said his party has been concerned for some time about public funds going into the refinery.
“I think it’s a mistake to get directly involved in loan guarantees and government financing of private projects,” he said.
